    • Prepare feasibility studies and financial analysis to support informed investment decisions.
    • Develop the Terms of Reference (TOR) for the Architect/Engineer (A/E) and other key consultants.
    • Support the selection of A/E firms, evaluate proposals, and assist with contract award.
    • Draft and review agreements and contracts for A/E and related professional services.
    • Prepare the overall master schedule, including key milestones and deliverable timelines.
    • Develop the Project Execution Plan and the initial Risk & Responsibility Assessment (RRA) framework.

    • Monitor design progress against the approved design program and deliverable milestones.
